Minimum Qualifications:

  • Bachelor’s degree in Occupational Health & Safety, Engineering, Environmental Science, or related field.
  • Professional HSE certifications are a plus

Minimum Qualifications:

  • Proven experience managing HSE programs in drilling, production, or field operations.
  • Demonstrated experience leading incident investigations and implementing corrective actions.
  • Strong background in developing and implementing HSE management systems.
  • Experience conducting risk assessments, site inspections, and contractor HSE oversight.
  • Prior involvement in emergency response planning and crisis management activities.
  • Experience delivering HSE training and competency programs.

HSE Manager is responsible for developing, implementing, and monitoring health, safety, and environmental policies to ensure full compliance with legal requirements and industry standards. The role aims to protect employees, contractors, assets, and the environment across oil and gas operations, including drilling, production, transportation, and field activities. All responsibilities must be carried out in alignment with the company’s operational objectives and its Health, Safety, and Environmental Policies and Procedures.

Key Job Responsibilities:

  • HSE Policy & System Management
  • Develop, implement, and maintain HSE policies, procedures, and management systems.
  • Ensure alignment with local regulations, international standards (e.g., ISO 45001, ISO 14001), and company requirements.
  • Regularly review, update, and improve HSE documentation and systems.
  • Regulatory Compliance
  • Ensure full compliance with national and international HSE regulations.
  • Liaise with regulatory authorities and external auditors.
  • Prepare for and support inspections, audits, and certifications.
  • Risk Assessment & Hazard Control
  • Identify workplace hazards and conduct risk assessments.
  • Implement control measures to minimize risks in drilling, production, and maintenance activities.
  • Ensure proper use of PPE and safety equipment.
  • Incident Management
  • Lead investigations of accidents, incidents, near misses, and environmental spills.
  • Identify root causes and implement corrective and preventive actions.
  • Maintain incident records and report findings to senior management.
  • Training & Safety Awareness
  • Develop and deliver HSE training programs for employees and contractors.
  • Promote safety awareness and a strong safety culture.
  • Ensure workers are competent and certified for high-risk activities.
  • Environmental Management
  • Monitor environmental impact related to emissions, waste, water, and chemical handling.
  • Ensure proper waste management and pollution prevention.
  • Support environmental monitoring and sustainability initiatives.
  • Emergency Preparedness & Response
  • Develop and maintain emergency response plans (fire, explosion, gas release, oil spill).
  • Conduct emergency drills and simulations.
  • Coordinate with emergency services and site management.
  • Contractor & Site Safety Management
  • Ensure contractors comply with company HSE standards.
  • Conduct site inspections, safety audits, and toolbox talks.

  • Reporting & Performance Monitoring
  • Track HSE KPIs and performance metrics.
  • Prepare HSE reports for management and stakeholders.
  • Recommend continuous improvement initiatives.

Skills & Competencies:

  • Fluency in English language (speaking, writing and reading).

  • Ability to work in high-risk environments and remote locations.
  • Proficiency in incident investigation methodologies (e.g., root cause analysis).
  • Knowledge of emergency response planning and crisis management.

  • Ability to identify trends, gaps, and improvement opportunities.
  • Sound judgment in high risk or emergency situations.
  • Strong leadership presence with the ability to influence safe behavior at all levels.
