Last week, Gulfsands was delighted to co-sponsor the Libya Energy Forum, convened by the Libyan British Business Council, as part of the Africa Energies Summit in London.

The theme of the forum was “Realising Libya’s Energy Ambitions” and commenced with an insightful keynote
address by Chairman of the Libya National Oil Corporation, Eng. Masoud Suleiman, who led an impressive
delegation covering all aspects of the NOC.

In front of a packed audience, Eng. Suleiman laid out his ambitions for the industry, building on the recent
Licencing Round which as welcomed several new entrants into the market. He declared Libya “Open for
Business” and looked forward to future licencing rounds which he said would build on the experiences of the
last one.

The forum highlighted the growing momentum within Libya’s energy sector, as Libya remains uniquely
positioned with significant resource potential, established infrastructure, and increasing opportunities for
constructive partnership across both traditional hydrocarbons and broader energy transition initiatives.
I was also delighted to have a private meeting with Eng Suleiman, together with my colleagues Sir Alan Duncan
and Andrew Morris, where I was able to reiterate Gulfsands’ interest in making Libya an important element of
our MENA growth strategy. We look forward to furthering those discussions.
