On 27 August 2025, a Gulfsands delegation led by Managing Director John Bell and Senior Adviser Sir Alan Duncan held high-level talks in Damascus with His Excellency Mohammed al-Bashir, Minister of Energy and Deputy Oil Minister Ghiath Fawzi Diab.

The meeting reaffirmed our position as a trusted partner for the redevelopment of Syria’s energy sector and demonstrated our readiness to return to operations as soon as conditions allow.

The delegation presented a comprehensive update on Gulfsands’ re-entry plans for Block 26: the development of a detailed work programme, including new exploration and development wells; the capital investments required; and the final organisational structures for operations. Gulfsands also explained its re-engagement with international supply chain partners who are prepared to support the re-entry plan with the required services, technology, and equipment.

In addition, the discussions addressed strategic opportunities beyond Block 26, including proposals for helping to reactivate and rehabilitate other oil and gas fields.

Gulfsands is uniquely able to bring advanced technical capabilities, financial resources, and international partnerships to Syria at a critical time for the energy sector’s recovery. The company is committed to Syria’s economic renewal and is fully prepared to mobilise resources and expertise as soon as the international and security environment permits. With a proven track record in Syria, an established in-country team , and enduring relationships in-country, Gulfsands stands ready to play a leading role in restoring Syria’s energy capacity for the benefit of its people.
